Public education must identify and nurture the innovation and creativity that occur naturally within any complex organization in order to meet the evolving needs of students and families in a rapidly changing world.

  • The on-going evolution of public education should be driven by networks of practitioners who share successful innovations and experiments; these networks are planned and supported by individuals and groups at every level of the system.
  • It should be understood that by fostering and promoting creativity and innovations developed by practitioners within the system, public education is transformed to respond to the current and on-going needs of society.
  • Policymakers should look to professional networks and communities of practice for direction, data, and expertise.
